FIRE ALARM PLAN SUBMISSION REQUIREMENTS
Fire alarm and detection systems shall be designed and installed in accordance with the following codes which are enforced in the Township of Upper Providence, Montgomery County, PA.
- 2018 International Building Code
- 2018 International Fire Code
- 2018 International Mechanical Code
- NFPA 72 (National Fire Alarm Code), 2016 Edition
Construction documents for fire alarm systems shall be submitted for review and approval prior to system installation. Construction documents shall include, but not be limited to, all the following:
- Plans shall be scaled and include a scope of work outlining details of the project.
- Plans shall show the job name and complete address. (including suite number)
- The square foot area of the building shall be noted on the plans.
- A summary sheet or symbol list showing a device count shall be provided.
- Catalog cut sheets shall be provided and highlighted showing all components to be installed.
- Specific details shall be provided regarding the offsite monitoring of the system including type of transmission means and name and location of the receiving station.
- All wiring information shall be shown on the plans including size, type and all point-to-point wire runs.
- Complete battery back-up calculations shall be provided that clearly note the battery size to be provided.
- Voltage drops calculations using the “RMS” or “UL MAX” values for notification devices shall be provided.
- All plans shall have the contractor’s name, address and phone number. • A floor plan which indicates the use of all rooms. Details of ceiling height and construction shall also be provided.
- The interface of fire safety and control functions shall be provided.
Systems and their components shall be listed and approved for the purpose for which they are installed.
ORIGINAL DIGITAL PDF PLANS SHALL BE SUBMITTED TO THE FIRE MARSHAL’S OFFICE FOR REVIEW. ALL PLANS SHALL CONTAIN THE ORIGINAL DIGITAL SIGNATURE OF THE VERIFIABLE DESIGN PROFESSIONAL. NO PHOTOCOPIES WILL BE ACCEPTED. ALL PLANS SHALL BE SIGNED AND SEALED BY EITHER A FIRE PROTECTION ENGINEER OR A DESIGN PROFESSIONAL THAT IS CERTIFIED TO A MINIMUM OF NICET LEVEL III.
NO EXCEPTIONS
FIRE ALARM INSTALLATION AND SERVICE PERSONNEL
In accordance with Section 10.5.2 of NFPA 72, 2016 Edition (National Fire Alarm and Signaling Code), installation personnel shall be qualified or shall be supervised by persons who are qualified in the installation, inspection and testing of fire alarm systems. Qualified personnel shall include, but not be limited to, one of more of the following:
- Personnel who are factory trained and certified for fire alarm installation of the specific type and brand of system being installed.
- Personnel who are certified by a nationally recognized fire alarm certification organization (i.e. NICET) are acceptable to the Upper Providence Township Fire Marshal’s Office.
In accordance with Section 10.5.3.3 of NFPA 72, 2016 Edition (National Fire Alarm Code), service personnel shall be qualified and experienced in the inspection, testing and maintenance of fire alarm systems. Qualified personnel shall include, but not be limited to, one of more of the following:
- Personnel who are factory trained and certified for fire alarm service of the specific type and brand of system being installed.
- Personnel who are certified by a nationally recognized fire alarm certification organization (i.e. NICET) are acceptable to the Upper Providence Township Fire Marshal’s Office.
- Personnel who are employed and qualified by an organization listed by a nationally recognized testing laboratory for the servicing of fire alarm systems (Underwriters Laboratories or Factory Mutual)
EVIDENCE OF QUALIFICATIONS OR CERTIFICATIONS SHALL BE PROVIDED UPON REQUEST BY THE FIRE MARSHAL’S OFFICE
COMMERCIAL KITCHEN SYSTEMS PLAN SUBMISSION REQUIREMENTS
Commercial Kitchen Hood Mechanical and Suppression Systems shall be designed and installed in accordance with the following:
- 2018 International Building Code
- 2018 International Fire Code
- 2018 International Mechanical Code
- NFPA 17A (Wet Chemical), 2017 Edition
Construction documents for kitchen hood systems shall be submitted for review and approval prior to system installation. Construction documents shall include, but not be limited to, all of the following:
Kitchen Hood Mechanical System Submittals
- Plans shall include complete hood, duct, and mounting dimensions.
- Plans shall demonstrate that installation will meet requirements for clearance to combustibles.
- Plans shall show the job name and complete address. (including suite number)
- Plans shall include a roof detail showing the exhaust fans and all equipment within 15 feet.
- Specific information and manufacturer's UL listing shall be provided for all hoods with capacities that differ from linear CFM requirements outlined in the IMC.
- Complete calculations shall be shown for both the CFM and FPM used in sizing the exhaust duct and fan.
- Appliance schedule shall be provided for all equipment under the hood. Schedule shall include detail of appliance dimensions, power/fuel type, and capacity.
- All plans must have the contractor's name, address, and phone number.
Kitchen Hood Wet Chemical System Submittals
- Plans must include exact hood, duct, pipe, and appliance dimensions.
- Plans must show job name and address. (including suite number)
- Catalog cut sheets must be provided for all nozzles and equipment to be used.
- The tank size and flow point count must be noted on the plans.
- All plans must have the contactor's name, address, and phone number.
- Pre-engineered automatic dry- and wet-chemical extinguishing systems shall be tested in accordance with UL 300 and listed and labeled for the intended application.
ALL PLANS SHALL BE SIGNED AND SEALED BY EITHER A FIRE PROTECTION ENGINEER OR THE SYSTEM DESIGNER CERTIFIED TO A MINIMUM OF NICET LEVEL III.

Original Digital Plans with Original Electronic Seal shall be accepted.

AUTOMATIC FIRE SPRINKLER PERMIT SUBMISSION REQUIREMENTS
Automatic sprinkler systems shall be designed and installed in accordance with the following codes which are enforced in Upper Providence Township:
- 2018 International Building Code
- 2018 International Fire Code
- 2018 International Mechanical
- Code NFPA 13, 2016 Edition
Construction documents for automatic sprinkler systems shall be submitted for review and approval prior to system installation. Construction documents shall include, but not be limited to, all the following:
A detailed submittal list can be found in Chapter 23 of NFPA 13, 2016 Edition.
- Plans shall be scaled and clearly show work to be done including a detailed scope of work.
- An owner’s certificate shall be provided in accordance with Section 4.3 of NFPA 13
- Plans shall show the job name and complete address. (including suite number)
- The specific type and quantity of sprinklers shall be provided on every page.
- Catalog cut sheets for all equipment including sprinklers, valves, etc. should be provided and highlighted.
- Fire hydrant flow test information must be dated and less than 1 year old.
- Hydraulic calculations must clearly show the friction loss for the backflow preventer and include a graph curve sheet.
- All hydraulic node points shall be clearly shown in the drawings.
- All ceiling information including soffits, heights, construction type, slope, etc. shall be shown and noted with cross section detailed on the plans.
- Specific code sections and storage information shall be provided for all design densities over an Ordinary Group II.
- All plans shall have the contractor’s name, address and phone number.
- Provide a scaled site plan clearly showing the building’s fire department connection (FDC) and fire hydrant locations.
