    NOTE: THIS APPLICATION SHALL BE SUBMITTED TO THE ENGINEERING DEPARTMENT WITH THE FOLLOWING ATTACHMENTS. THE APPLICATION WILL BE DEEMED INCOMPLETE IF ALL OF THESE ITEMS ARE NOT PROVIDED.

  1. Existing conditions survey.
  2. Plot plan prepared by a licensed professional pursuant to applicable statutes showing (at a minimum) limits of disturbance, existing and proposed grading contours (see 16-5.2z), cut/fill estimate, soil erosion and sediment control measures plus construction details conforming to the Standards for Soil Erosion and Sediment Control in New Jersey as amended (unless exempt under 14-1.11), sequence of soil erosion measure installation and construction, critical areas pursuant to 16-6.4 when applicable or a statement that critical areas do not exist, construction access location, and any other information required by the Township Engineer or their representative deemed necessary to determine there will be no detrimental impacts to surrounding properties or rights-of-way.
  3. When importing or transferring soil – Provide a Professional Engineer or Certified Laboratory certification stating that the soil is CLEAN and it does not contain contaminants exceeding the current New Jersey Residential or Non-Residential (as applicable) Direct Contact Soil Remediation Standards pursuant to N.J.A.C. 7:26D; and/or
  4. When exporting soil – Provide a letter from the municipal engineer where the soil is being delivered advising whether the material may be received within their municipality, OR provide a letter from a NJDEP licensed Class B recycling facility stating that the material will be accepted. Neither case precludes applicant from testing soil if required by the municipal engineer or recycling facility.
  5. Provide a clearly designated truck route to and from the site. Online navigation maps are acceptable. Trucking routes shall avoid weight restricted roads or bridges.

I certify that the forgoing statements and the materials submitted are accurate and true. I acknowledge that the application fee submitted with the Application is non-refundable.
  • Conditions:
    1. $100.00 fee shall apply unless Township Engineer deems disturbance exempt or subject to SUSCD approval. Fee will be assessed after review. Please do not remit fee with application.
    2. Construction work shall adhere to the hours and days listed in Township Code section 3-3.3k.
    3. Access to property shall be through existing driveway unless another construction access is approved by the Township Engineer or their representative.
    4. Applicant should consider taking photos of truck routes and/or site access points. Damage to public property shall be repaired immediately by the applicant or their contractors to the satisfaction of the Township Engineer unless the applicant is able to prove the damage was not caused by their activities.
    5. The hauler is responsible for all materials tracked or deposited on any roads along the hauling route within Montgomery Township. Roads shall be cleaned up immediately.
    6. Vehicle wash stations may be required by the Township Engineer, if necessary.
    7. Applicant shall contact the Engineering Department at (908) 359-8211 ext. 2295, a minimum of 48 hours prior to commencing work, to schedule an inspection.
    8. New Jersey Law requires anyone digging to schedule a valid utility mark out call at least three full business days (excluding weekends and holidays) prior to beginning work. This includes excavators as well as property and homeowners’ contractors. Contact New Jersey One Call at 811 or (800) 272-1000 any time, day or night.     9. The applicant or contractor shall contact the Township Engineering Department at least ten (10) business days before starting work to determine if a pre-construction meeting is needed.
