Please Note - Rental inspections are done annually and/or with a change of tenant.
Smoke detector, carbon monoxide, and fire extinguisher inspection is $30.00. The C/O inspection is $100.00. Both inspections are
done at the same time.
Please be advised that if you have any open permits or work that has been done to your home without obtaining permits (either by
you or a previous owner), you will not pass the inspection. Please obtain the proper permits before inspection to avoid delays.
Please also be advised that a furnace certification by a licensed HVAC contractor/plumber must be turned in or attached with
your annual rental permit or resale C/O.

Before any use Group R-3 or R-4 structure is sold, leased, rented or otherwise made subject to a change of occupancy for residential
purpose, the owner shall obtain a Certificate of Smoke Detector, Carbon Monoxide Detector and provide the dwelling with a portable
fire extinguisher (P.L. 1991, c92(c.52:27D-198.1)). No Certificate shall be issued until inspection of the structure indicates compliance
(N.J.A.C. 5:70-2.3 and 4.19(d)). A Certificate is non-transferable, and if the change of occupancy specified in the application does not
occur within six months, a new application shall be required.
Single or multiple station smoke alarms shall be installed in all of the following locations:
1- In all sleeping rooms.
2- In every room in the path of the means of egress from the sleeping area to the door leading from the sleeping unit.
3- In each story within the sleeping unit, including basements for sleeping units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level.
Carbon Monoxide detectors shall be placed on every sleeping level inside the home.
At least one portable fire extinguisher shall be installed in all one and two family dwellings upon change of occupancy.
The extinguisher shall be listed, labeled, charged, and operable
The size shall be no smaller than 2A:10b:C, rated for residential use and weigh no more than 10 lbs
The hangers or brackets supplied by the manufacturer must be used
The extinguisher must be located within 10 feet of the kitchen
The top of the extinguisher must not be more than 5 feet above the floor
The extinguisher must be visible and in a readily accessible location, free from being blocked by furniture, storage, or other items
The extinguisher must be near a room exit or travel path that provides an escape route to the exterior.
The extinguisher must be accompanied by an owner's manual or written information regarding the operation, inspection and
maintenance of the extinguisher and the operating instructions must be clearly visible.
This inspection shall be conducted by a Fire Inspector within the Borough of Beachwood, Bureau of Fire Prevention. The detectors
required above shall be located in accordance with the NFPA 74. The detectors are not required to be interconnected.
NOTE: Homes constructed prior to January 1, 1977 are now required to install 10-year sealed battery smoke alarms. This
applies to all one- and two-family dwellings, motel rooms, and housing units in rooming houses. Homes constructed after
January 1, 1977 provided with AC powered and/or interconnected detectors shall be maintained in working order.
WHERE TO LOCATE DETECTORS
Detectors are to be located on every level of a residence, (basement, first floor, second floor) excluding crawl spaces and
unfinished attics, and in every sleeping area between sleeping areas and living areas such as the kitchen, garage, basement or
utility room. AII detectors must be in working order. In homes with only one sleeping area on the floor, a detector is to be
placed in the hallway outside the bedrooms. In single level homes with two separate sleeping areas, two detectors are required
outside each sleeping area. In multi-level homes, detectors are be located outside sleeping areas and at every finished level of
the home. Basement level detectors are to be located in close proximity to the bottom of basement stairwells.
WHERE NOT TO LOCATE DETECTORS
To avoid false alarms and/or improper operation, avoid installation of smoke detectors in the following areas:
Kitchen - smoke from cooking may cause a nuisance alarm.
Bathrooms - excessive steam from shower may cause nuisance alarm.
Near forced air ducts used for heating or air conditioning - air movement may prevent smoke from reaching detector.
The 4 inch "Dead Air' space where the ceiling meets the wall.
The peak of an "A' frame type of ceiling - "Dead-Air" at the top may prevent smoke from reaching the detector.
FURTHER INTFORMATION ON DETECTOR PLACEMENT
For further information about smoke detector placement consult the National Protection Association's Standard No. 74-1984, titled
"Household Fire Warning Equipment". For Carbon Monoxide alarms, their publication is Recommended Practice #720. These

Carbon Monoxide alarms are to be located in every separate sleeping area per NFPA 720 and manufacturer’s recommendations.
Checklist for a Residential C.C.O.

| held in position by window hardware and locked. |

Washer/Dryer | Must discharge into a drainage system, not on the ground or into a sump pump. Dryer must be |
| vented to the exterior with a metal pipe or foil flex from the machine. |
| |
Doors | All interior doors must be operational with hardware. Front door must have a thumb latch lock from |
| the interior, keyed cylinders from the interior are not allowed. |
| |
Heating Unit | Certification required by licensed Plumber or HVAC specialist. Must be operational and connected |
| to a thermostat. Area around furnace must be free and clear of storage and/or debris. |
| |
Solid Fuel-Burning Fireplaces | Proof of chimney maintenance. |
| |
Garage | No extension cords on door opener. Door from house to the garage must be maintained in |
| operative condition. |
| |
Roof | No leaks, no missing shingles, no excessive curling. |
| |
Stove/Range | Must be operational with knobs and hardware. |
| |
Floors | Smooth and free of tripping hazards. |
| |
Plumbing | Fixtures shall be properly installed, connected and maintained in working order. |

Electrical | All receptacles (outlets), switches and junction boxes must be properly covered. Extension cords |
| are not permitted. There must be a clear and unobstructed path to the panel box, open slots |
| must be properly blocked. |
| |
Yard and Property | Clean and free of debris, lawns and landscaping maintained. |
| |
General Conditions | Walls, ceiling, trim, paint, siding, and/or fences must be in good and sound condition. |
Any open permits must be finalized prior to C.C.O. Inspection.

This list is provided to assist you in the inspection process, the inspector may require additional deficiencies corrected. Please have
all the above completed for the inspection to avoid delays in the issuance of a certificate of continued occupancy.
SMOKE-CARBON MONOXIDE DETECTORS
Carbon monoxide Detectors must be present on every sleeping level.
Carbon Monoxide/Smoke detector combo must be present within 10ft of bedrooms
Smoke Detector must be in every bedroom/sleeping area.
(704.2.1.1 Group R-1. Single- or multiple-station smoke alarms shall be installed in all of the following locations in Group R-1: 1. In sleeping areas. 2. In every room in the path of the means of egress from the sleeping area to the door leading from the sleeping unit. 3. In each story within the sleeping unit, including basements. For sleeping units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level. 4. 704.2.1.2 Groups R-2, R-3, R-4 and I-1. Single- or multiple-station smoke alarms shall be installed and maintained in Groups R-2, R-3, R-4 and I-1 regardless of occupant load at all of the following locations: 1. On the ceiling or wall outside of each separate sleeping area in the immediate vicinity of bed- rooms. 2. In each room used for sleeping purposes. 3. In each story within a dwelling unit, including basements but not including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level.)
FIRE EXTINGUISHER'S
NJ P.L. 1991, C. 92 (C.52:2-27D-198.1) requires that all one- & two-family dwellings at change of occupancy must have at least (1) portable fire extinguisher. Extinguisher(s) must be listed, labeled, charged and operable. No smaller that 2:AL10B:C rated for residential use and weigh no more than 10 lbs. The hangers/brackets supplied by the manufacturer must be used and extinguisher must be located within 10 feet of the kitchen and not more than 5 feet above the floor. The extinguisher must be visible and in a readily accessible location, free from being blocked by furniture, storage, or other items. Extinguisher(s) must be near a room exit or travel path that provides and escape route to the exterior and must be accompanied with an owner's Manuel or written information regarding the operation, inspection and maintenance of the extinguisher and must be installed within the operation instructions clearly visible. New fire extinguishers are not required to be serviced and tagged as long as the seller/landlord or agent can provide proof of purchase or receipt.
SERVICE PANEL - Must have covers and breakers that are operable.
DRIVEWAY - Cracks, sinking and/or raised sections (trip hazards) of asphalt or concrete require repair or replacement
LAWN/HEDGES/TREE High grass or weeds, fallen tree limbs, trash and debris must be removed
SCREENS - Screens must be in windows and entry doors during inspection
FENCE - Fence must be stable and without defects
ROOF/SHINGLES - Deteriorated, missing or broken shingles must be replaced.
SIDING-VINYL/ALUMINUM SHINGLE - Broken, missing and/or badly damaged siding must be repaired/replaced. All holes and cracks must be sealed.
HOUSE NUMBER - 3-inch visible numbers must be present.
GUTTERS & DOWNSPOUTS - Gutters must be free of leaves, properly secured and free from damage. Downspouts must be in place. A gutter must be located over steps.
WALKWAY Walks must be free of cracks, raised or sinking areas
ENTRY DOORS must be operable and free from damage.
GARAGE -Must be free of deterioration, rust and decay. Entry door to house must be a fire door.
POOL - Must be property safeguarded; metal parts must be bonded to motor. Gates and
fencing must be in good condition.
WINDOWS - Must not have broken, cracked or missing glass panes. Must be operable and able to stay up when opened.
ELECTRICAL - All lights, receptacles and switches must operate and have proper cover plates installed.
DOORS - Doors must be operable and free from damage.
HANDRAILS/STAIRS - Handrails must be installed on all staircases. All open staircases require
guardrails/handrails on the open side of stairs.
FLOOR - Must be level, free of obstructions. Floor covering must be in good condition.
WALLS/CEILING - Must be free of holes, cracks and they must be properly finished.
OVEN/STOVE - Burners and oven must be operation.
PLUMBING - Hot and cold running water must be provided without leaks. All drain lines must drain freely.
BASEMENT/CELLAR - Must have lighting and ventilation. Free from excessive dampness.
